<p> Don Ledford Automotive Center, in Cleveland for 30 years, has been notified by Chevrolet that they are this area&#8217;s new Chevrolet dealer, adding to their existing lists of GM products &#8212; Buick, GMC, and Cadillac.
<p> Announcement of the return of Chevrolet to Cleveland will continue a tradition that spans over 60 years. Hall Chevrolet, begun in 1947, closed its doors in 2009 after many GM franchises were being pulled across the nation.
<p> Don Ledford Automotive Center in Cleveland was also among those dealerships affected by the GM decision. The Ledford family made the decision to fight to retain the franchise and in Spring, 2010, they were reinstated as the Buick, GMC and Cadillac dealership. .

<p>Ottawa, Ontario, Canada (AHN) &#8211; The Canadian Supreme Court ruled Thursday that Ottawa could still extradite foreigners to their homeland even if they had been granted refugee status. The conditions for extradition are that conditions in the country of origin have changed and no longer prosecute people based on their ethnicity, religion or other grounds.</p>
<p> The decision was prompted by two cases involving three Hungarian and Romanian refugees in Quebec whom Justice Minister Rob Nicholson wanted to extradite.</p>
<p> The first case was a Roma couple, Joszef and Joszefne Nemeth, who arrived in Canada in 2001 from Hungary where they were wanted for fraud involving $2,700 for leasing their flat even if they have no authority to do so. The second case was Romanian Tiberu Gavnia, who arrived in 2004 after he fled a sentence for forging the visas of two people for which he was paid $1,800.</p>
<p> The Hungarian and Romanian governments separately asked Ottawa for the extradition of the three people.</p>
<p> While the Supreme Court upheld Nicholson&#8217;s power to extradite them, the court ordered the minister to reconsider his decision.</p>
<p> The court said that while human rights conditions have changed in the two eastern European nations since they joined the European Union, Nicholson failed to apply the correct legal principles when he made the decision to surrender the three refugees for extradition.</p>
<p> Justice Thomas Cromwell, who wrote the decision, said the burden of proving the threat of prosecution should not be upon the refugees but on the governments seeking their extradition.</p>

<p>Ottawa, Ontario, Canada (AHN) &#8211; Ontario Court of Appeal Justice Marc Rosenberg said Monday he would likely decide by Saturday whether continue for another 60 days a stay of a lower court&#8217;s ruling to strike down Canadian prostitution laws.</p>
<p> The current stay order expires Nov. 27. Rosenberg said if the ruling is not out by Saturday, all the parties to the case have agreed that certain acts related to prostitution would remain criminal activities until a judgment is released.</p>
<p> Federal and provincial governments asked the Court of Appeal for a 60-day stay on the ruling made by Ontario Court Judge Susan Himel that struck down the country&#8217;s prostitution laws. She ruled the regulations contribute to dangers faced by those engaged in the flesh trade and that the rules violate their rights.</p>
<p> Ottawa and the provincial governments argued that prostitution is always risky and making some acts connected with the flesh trade no longer criminal is not in line with the moral values of majority of Canadians.</p>
<p> Federal government lawyer Michael Morris warned that if Rosenberg did not issue a stay order, Canada would enter into a period of unprecedented social experimentation that would have a profound and irreversible effect on the status quo.</p>

<p>Washington, D.C., United States (AHN) &#8211; The decision by the United States Federal Reserve to pump $600 billion into the nation&#8217;s economy by buying U.S. Treasury Bonds has sparked international criticism led by Germany and China.</p>
<p> China and Germany represent the world&#8217;s second- and fourth-largest economies respectively. In addition, they were joined by Brazil and South Africa in criticizing the &#8220;quantitative easing.&#8221; Quantitative easing is the economic term for buying assets to attempt to boost the economy and lower unemployment.</p>
<p> However, Germany, China, Brazil and South Africa allege that the scheme will not help the U.S. economy and will instead create more problems in the rest of the world. Quantitative easing is expected to lower the value of the dollar, which will make U.S. exports cheaper in world markets.</p>
<p> That means that U.S. exports would be more competitive against German and Chinese exports.</p>
<p> Indeed, the dollar did plunge in value against several of the world&#8217;s currencies on Thursday.</p>
<p> Germany&#8217;s Finance Minister Wolfgang Schaeuble on Friday said the U.S. Federal Reserve&#8217;s move would undermine efforts to create a level playing field in the currency markets.</p>
<p> China Central Bank chief Zhou Xiaochuan said the U.S. should focus on reforming the international currency system. He argued that if the U.S. central banking policy is good for the U.S., but not good for the rest of the world that it might have a negative impact on the rest of the world.</p>
<p> The U.S. has criticized China for artificially keeping its currency devalued for many years to make its exports cheaper. But China made that move when its country had full employment and a budget surplus. The U.S. central bank is not buying U.S. Treasury bonds to deflate the value of the dollar abroad but rather to try to pour money into the American economy &#8211; which currently has a budget deficit &#8211; and to stimulate the weak economy to encourage American businesses to hire unemployed American workers at a time of continued high unemployment.</p>
<p> Germany also criticized the move because they said it would add to America&#8217;s deficit.</p>

<p>Quezon City, Metro Manila, Philippines (AHN) &#8211; The Philippine Congress has taken an interest in the Philippine Airlines labor row after Labor Secretary Rosalinda Baldoz allowed the flag carrier to lay off 2,600 workers.</p>
<p> The House Labor and Employment Committee will set a hearing in the coming days to probe the alleged anti-labor practices of PAL. The hearing would consolidate seven bills and resolutions with the committee, according to Rep. Emil Ong, who chairs the committee.</p>

<p> On Tuesday, President Benigno Aquino III &#8211; who just returned from a five-day state visit in Vietnam &#8211; said he would review the PAL decision of Baldoz, but would respect any decision made by the Court of Appeals. The PAL Employees Association said they would elevate Baldoz&#8217;s ruling with the Court of Appeals.</p>
<p> On the same day, workers to be affected by the layoff held a rally at the Mendiola Bridge, which is near the president&#8217;s office, to protest the DOLE decision.</p>

<p>Manila, Metro Manila, Philippines (AHN) &#8211; The Friday decision by Labor Secretary Rosalinda Baldoz allowing Philippine Airlines to lay-off 2,600 employees failed to solve the problem of the financially ailing flag carrier. Unions expressed disagreement with the decision and said they would elevate the matter to the Court of Appeals.</p>
<p> The PAL Employees&#8217; Association, to show their disagreement with the DOLE decision, picketed the airline&#8217;s main office in Manila on Monday. PALEA President Gerry Rivera said more industrial action will be held to protest Baldoz&#8217;s ruling which allowed the air carrier to outsource tasks done by regular employees to cut on costs.</p>
<p> Rivera said the decision will place the jobs of all PAL workers at risk, but Baldoz claimed none of the 2,600 affected employees would be jobless.</p>
<p> PALEA found an ally in the Gabriela party list, which sought a congressional investigation into the lay-off and passage of a law to ban labor-only contracting. Gabriela Representative Luz Ilagan explained PAL provides basic utility services, so its labor problems should not be treated like ordinary labor problems.</p>
<p> Ilagan said because of the important service that PAL provides, the president should intervene into the labor problem to avert a labor and transportation problem.</p>

<p>Washington, DC, United States (NewsBahn) &#8211; NPR&#8217;s chief executive has apologized for mishandling the firing of Juan Williams, but she does not regret her decision.</p>
<p> Vivian Schiller issued an apology to the staff of National Public Radio Sunday night saying Williams deserved an in-person meeting to hear that his contract as an analyst was being terminated because of remarks he made about Muslims on Fox News Channel, reports stated.</p>
<p> Williams said on the show that he gets nervous whenever he sees people in Muslim garb getting on the airplane. NPR, which has always been bothered by Williams&#8217; role as a Fox analyst, said the comment went against the company&#8217;s standards of giving personal opinions on the air.</p>
<p> In her statement, Schiller said she stood by her decision to let Williams go, but regrets how she handled it. During a press conference, Schiller called into question Williams&#8217; mental health, implying he was seeing or needed to see a psychiatrist.</p>
<p> As of Monday, Williams said he had not received an apology from NPR, nor has he had contact with them. Williams said he is hurt by the psychiatrist comment, and reiterated he is not a bigot.</p>

<p>West Bank, Palestinian Territory David E. Miller &#8211; Gazans living in the West Bank live in perpetual fear of being arrested and deported back to the isolated, Hamas-ruled enclave. Now, a new ruling by the Palestinian Supreme Court may change all that.</p>
<p> The court instructed the Palestinian Authority to accept applications from any of the estimated 35,000 Palestinian Gazans now residing in the West Bank who file for a change of residence. Many have been living in the West Bank for years, but neither the PA nor Israel has allowed them to establish local residency, leaving them vulnerable to deportation.</p>
<p> &#8220;The (PA&#8217;s) Civil Affairs administration must accept applications and take all procedures under its jurisdiction according to the transfer of authorities agreement signed between the Palestine Liberation Organization and Israel,&#8221; the decision read.</p>
<p> With hundreds of Israeli checkpoints across the West Bank, even the shortest journey from home is fraught with risk for Gazans living in the West Bank. While the West Bank&#8217;s economy has been thriving, Gaza is cut off from the rest of the world by an Israeli blockade and high unemployment.</p>
<p> The court decision was delivered following a petition by Palestinian businessman Eehab Al-Ashqar after the PA&#8217;s Civil Affairs department denied his request to change his registered address from the Gaza Strip to the West Bank.</p>
<p> Even under the latest ruling, Gazans in the West Bank remain in a legal limbo. The PA has until now resisted changing residency papers for Gaza West Bankers and Israel has refused to acknowledge changes of residency.</p>
<p> Israeli government officials claim that fewer than 100 Palestinians have been deported from the West Bank to Gaza during 2008 and 2009, but human rights organizations say the figure is much higher.</p>
<p> Sari Bashi, executive director of Gisha, an Israeli NGO specializing in Palestinians&#8217; freedom of movement, said that the new court decision would have little impact on the lives of Palestinians in the West Bank.</p>
<p> &#8220;The Palestinian Authority can decide to print any document it wants,&#8221; she told The Media Line. &#8220;But the question of whether a person will be allowed to travel and avoid removal is solely in the hands of the Israelis. A document is just a piece of paper. What is real are military jeeps.&#8221;</p>
<p> Since 2000, Israel has refused to record address changes from Gaza to the West Bank submitted by the PA, Bashi said.</p>
<p> She added that the PA has refrained from printing IDs that would conflict with Israeli records, due to the risk of arrest facing Palestinians who present such an ID to Israeli soldiers at checkpoints.</p>
<p> &#8220;We had a client who arrived at an Israeli checkpoint with a newly printed ID, and was told by the soldier that her document was false and she had no right to be there,&#8221; Bashi said.</p>
<p> Attorney Ido Blum of the Israeli NGO Hamoked: Center for the Defense of the Individual, said that last May his organization petitioned the Israeli High Court of Justice along with 15 other Israeli and Palestinian human rights organizations, demanding that Israel update its Palestinian population registry in accordance with the Palestinian one.</p>
<p> Blum said that the Israeli High Court is set to discuss the matter next April.</p>
<p> &#8220;The Israeli practice is utterly illegal,&#8221; he told The Media Line. &#8220;According to the Oslo accords, Israel has no authority with regards to registration of Palestinian addresses. The only obligation it has is to update its copy of the Palestinian registry after being notified by the Palestinians.&#8221;</p>
<p> &#8220;Population registries are supposed to reflect the reality,&#8221; Blum said. &#8220;Here, the reverse has happened: rather than reflecting the person&#8217;s address, the Israeli registry is determining it.&#8221;</p>
<p> &#8220;It is of course important that the Palestinian population registry reflect reality, but the core issue is the Israeli policy,&#8221; Blum added.</p>
<p> However, some Palestinian human rights advocates were more optimistic about the new Palestinian court decision. Khalil Abu-Shammala, director of the Gaza-based A-Dameer Association for Human Rights, said it was meaningful both on the symbolic and on the practical level.</p>
<p> &#8220;The decision is a victory for the Palestinian citizen and for their rights under Palestinian and international law,&#8221; he told The Media Line. &#8220;The Palestinian side should not support the occupation, which has imposed house arrest on Palestinian civilians.&#8221;</p>
<p> &#8220;According to the Oslo Accords, Gaza and the West Bank are considered one territorial unit, and Israel has no right to determine a person&#8217;s address,&#8221; he said.</p>
<p> &#8220;This decision will certainly give Palestinians power to oppose Israel,&#8221; he added.</p>

<p>Ottawa, Ontario, Canada (AHN) &#8211; Ottawa will have to make a tough decision on a proposed large increase in employment insurance premiums by Jan. 1.</p>
<p> On one hand, workers, employers and the political opposition are moving against the planned premium hike. They have sent Canadian Prime Minister Stephen Harper, Finance Minister James Flaherty and other cabinet members emails and letters expressing their disagreement with the planned increase.</p>
<p> Reports said the EI premium would go up by 15 cents for employees and 21 cents for employers for every $100 earned.</p>
<p> Critics argue that it is not the right time to increase payroll tax, which makes it more costlier for companies to hire a worker. They add that the move would slow down job generation and eventually Canadian economic growth. They warn that if the federal government allows the EI rate increase, 170,000 jobs would be lost over the next three to four years resulting from hiring delays and reduction of work hours.</p>
<p> A new panel established by Ottawa is expected to push for the rate hike when the two-year freeze on EI premiums ends this year. The panel has until Nov. 14 to officially announce the new premiums, while the cabinet has until Nov. 30 to oppose the panel&#8217;s decision and provide a different rate.</p>
